Mr. Kerr has been practicing law since 1982, including over 22 years in the Contra Costa County Counsel’s Office, representing Contra Costa County and many other public entities in litigation, administrative proceedings, arbitrations, and a variety of settings. He has experience representing public entities in broad areas such as employment (employee discipline, collective bargaining agreements, discrimination complaints, sexual harassment, and the ADA), writ of mandate, the Public Records Act, governing boards, criminal justice, education, construction litigation, public contracts, legislation, elections, and liability and risk management.

Mr. Kerr received his J.D. at Pepperdine University School of Law in 1982, graduating cum laude. In law school, he was a Note and Comment Editor on and was published in the Pepperdine Law Review. He obtained his B.A. in Political Science from San Francisco State University in 1979, graduating magna cum laude.
